I created this for my own use a few years ago and released it to the world when I found it worked well for me. It is downloaded hundreds of times each month.
Using the open-source “Bitstream Vera” font set and free icons from FamFamFam, you should have most of your common web page elements covered, including headings, form elements, content management functions, image placeholders, etc.
